Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova, Environmental Pollution Prevention Office is looking for M&E expert to conduct the terminal evaluation for the project “Improving sustainable institutional and regulatory framework for chemicals and waste management throughout their lifecycle in the Republic of Moldova”.
The project was granted under the Round 2 of the applications within the Special Program Trust Fund to the Republic of Moldova, managed by UNEP.
The objective of the terminal independent monitoring and evaluation of SP project is to provide a neutral third party assessment of project implementation, to identify project achievements and challenges, to measure project performance against objectives and to provide indications of achievement of the project objectives and tasks.
More particularly, the report shall seek the extent to which the present project has contributed to achievement of the overall Special Program objective, as of to support country-driven institutional strengthening at the national level, in the context of an integrated approach to address the financing of the sound management of chemicals and wastes, taking into account the national development strategies, plans and priorities of each country, to increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle. Institutional strengthening under the Special Programme will facilitate and enable the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management.
Date of expected submission of the final monitoring and evaluation report: July 1, 2020
The potential evaluator must respond to following qualifications:
A professional background in relevant sciences;
At least 5 years of work experience in evaluating technical cooperation projects in the field of environment and preferable chemicals management;
Strong conceptual and methodological skills;
Possess the evaluations methods needed for specific analysis, including good governance and gender sensitive tools;
An extensive experience in interviewing, data processing;
Familiarity with the OECD/DAC evaluation quality standards;
Strong communication skills in English and Romanian
